Why travel to Cebu?

The first time I heard about “Cebu” was through a friend’s Facebook post. The photo with a giant whale shark amazed me, and the thought of seeing this ocean giant in person put Cebu on my travel list.
This trip to Cebu was somewhat accidental, not part of my early-year plans, just a “coincidence.”
“Coincidentally” it was Tigerair’s anniversary, I “coincidentally” snagged a round-trip ticket for $2000, and so the trip “coincidentally” happened XD
This was my first island free travel, playing in the water until I was completely tanned, but it was incredibly worthwhile and thrilling.
Cebu History – Magellan’s Voyage End

When you think of Cebu, beautiful beaches where the sea meets the sky, swimming with turtles or whale sharks should come to mind…
But Cebu’s charm is not limited to this.
It is an ancient historical town, inhabited as far back as 150,000 years ago. The famous Portuguese navigator Magellan came to Cebu, initiating maritime trade between the Philippines and Europe, and spreading Catholicism on this land.
To this day, Catholicism has become the main religion in the Philippines. We can see the devotion of Filipinos in their daily lives, and this religious belief gives the Philippines a different flavor compared to other Southeast Asian countries.
In this town, you can see many traces of history. During this visit, we saw the cross that Magellan gave to the Queen of Cebu in the 16th century and the Basilica del Santo Niño, which has over two hundred years of history. These historical sites add a unique cultural touch to Cebu, beyond its thriving marine activities.
Cebu’s Geography and How to Explore
Short Stay (within 5 days): Accommodate on Bohol Island and Cebu, travel by car to visit attractions

When traveling to Cebu, there are two classic ways to explore. One is the Cebu mainland combined with Bohol Island tour, traveling by car to Oslob to see whale sharks and Moalboal for sardines. The travel time is long, suitable for those with shorter stays who can handle a more compact itinerary.
If you have 4-5 days, you can arrange it like this: spend two days on Bohol Island enjoying the island scenery and island hopping; spend two days staying in Cebu, traveling by car to see whale sharks and sardines, then visiting city attractions.
Long Stay (6 days or more): Island Circuit (this section is clockwise)

Another option is to tour the island, which is what I chose this time.
The island tour can be done clockwise or counterclockwise. We chose the clockwise route, spending six days and five nights with one night each on Bohol Island, Panglao Island, Dumaguete, Moalboal, and Cebu City. We planned just one activity per day to enjoy the leisurely pace of island travel. The advantage is that you can stay overnight at each location to experience the different vibes of each city day and night. The downside is changing accommodations daily.
Different durations and budgets offer various travel styles. Some prefer a more relaxed vacation, staying several days in a resort. Others seek excitement with more water activities. Some come for diving, spending every day in the sea. I believe Cebu can satisfy a wide range of travel preferences.
Cebu Travel Tips

In the past two years, with AirAsia and Tigerair offering direct flights to Cebu, affordable tickets, reasonable local expenses, historical sites, diving opportunities, and no time difference, this Philippine town has become a new travel hotspot for locals. Check out my compiled Cebu travel tips!

Cebu Travel Weather

Cebu has a hot climate year-round, with no distinct four seasons, only divided into dry and rainy seasons.
The rainy season starts in June, while the dry season begins after November.
We chose to visit in early October and encountered two days of afternoon thunderstorms, but it didn’t affect our itinerary. The weather was good on the days we planned water activities, which was quite fortunate.
Cebu Safety

Before departing, I was often reminded about the poor security situation in the Philippines and to always be cautious. However, after traveling in Cebu for six days, I believe the security is not bad compared to other Southeast Asian countries (even better than Vietnam).
The local culture here is simple and natural. Occasionally, there are minor mishaps, but the charming island vibe makes interactions very pleasant. There are instances of inflated prices because you’re a tourist, but this is understandable as it’s a common phenomenon in tourist areas (let’s not mention Kenting’s braised snacks). I think there’s no need to worry about security, but it’s still important to be mindful of your safety while traveling. Go out happily and return safely (super old-fashioned).

How long does Cebu customs take?

Perhaps due to the leisurely pace of island countries, the processing speed here cannot be compared to Taiwan. With three flights arriving at the same time as Tigerair, the customs clearance time in October was about two and a half hours. The long queue in the middle of the night was indeed a bit tiring.
Not only was the queue time long upon entry, but a considerable amount of time was also spent on departure. It is recommended to allocate extra time in your itinerary.
Philippine Visa (Visa-free after 2025!)
Starting from the second half of 2025, Taiwanese passport holders can enjoy visa-free travel for up to 14 days! You no longer need to apply for the 1100 TWD Electronic Travel Authorization (ETA). However, don’t forget to fill out the ‘eTravel Electronic Arrival Card.’
But if you plan to stay for more than 14 days, you still need to apply for a tourist visa.
There are two ways to obtain a Philippine visa: through a travel agency or by applying for an e-visa online yourself.
This time, we applied online ourselves. The website is entirely in Chinese, and after filling out the information and making the payment, we received it in just two working days! It’s very fast. Just print it out and present it to customs. The visa fee is 1100 TWD.
Philippines Visa Application Guide
For tourist visas, it is recommended to complete the application 10 to 30 days before departure. Currently, there are two methods available: “Online Electronic” and “Paper Agency”. Please choose according to your personal needs:
1. Electronic Visa (ETA)
Ideal for budget-conscious travelers. The website is entirely in Chinese, simply fill in the information and print it out after online payment. Very convenient.
2. Paper Visa Agency
Suitable for busy individuals who don’t want to navigate the system. Professional service reduces the risk of errors, providing peace of mind and saving time.
How to Get to Cebu? Cebu Flight Introduction

Flights directly from Taiwan to Cebu are operated by AirAsia, China Airlines, EVA Air, Philippine Airlines, and Starlux Airlines.
These two red-eye flights by Tigerair arriving at midnight were the backpackers’ dream flights in 2019, but post-pandemic until 2026, Tigerair has not yet fully resumed/normalized this route.
Below are the ticket prices and experiences from 2019 (pre-pandemic) for flights to Cebu:
Although budget airlines mostly offer red-eye flights, there are many promotions, making it quite easy to find tickets under $5000, or even within $3000, which is cheaper than going from Taipei to Kenting!
The average cost per person for this trip was $2800 (excluding luggage), and these cheap tickets were a major factor in our budget-friendly journey.

Garb – The leading ride-hailing app in Southeast Asian countries

When traveling in Southeast Asian countries, Grab is absolutely the number one must-have app. It offers high safety, eliminates the hassle of negotiating prices, and works just like Uber. After entering the departure and destination, the app calculates the fare, and you can choose to pay by credit card or cash, making it very convenient.
Tutu Car – About 10P per minute of travel

However, outside of Cebu City, Grab is not as prevalent, and most locals get around by using the Tutu Car.
The Tutu cars here are different from those in Thailand, with the cabin attached to the side and space at the back for luggage.
After six days of riding, the average fare is about 10P per minute of travel (in the Moalboal area, Tutu cars are particularly expensive, about twice the price of other places). It’s recommended to use Google Maps to estimate the time before negotiating the fare.
Another interesting discovery is that every Tutu car has a Bible verse spray-painted on the back, and impressively, you rarely see the same verse twice, making it a unique sight.
Jeepney – The Philippines’ bus (the cheapest local transport)
Although it’s often said that Jeepneys are dangerous and not recommended for travelers, it’s hard to resist trying this most authentic mode of transportation when in the Philippines.

The design of the Jeepney is somewhat similar to the Songthaew in Chiang Mai, but it is longer and can accommodate more passengers.
It is said that Jeepneys were repurposed from leftover vehicles after World War II for local transportation and have continued to this day as the buses of the Philippines. A ride costs 8 pesos (about 5 NTD), which is very cheap. The downside is that there is no air conditioning, and it can be cramped and stuffy when crowded, but this is part of the travel experience.
Each Jeepney has its own style, vibrant and colorful, making it the most eye-catching sight in the city. Friends viewing on mobile can click the images to enlarge. I really love the paintwork and details of their Jeepneys.
How to ride a Jeepney?

Riding a Jeepney is very easy (since it is the public bus of the Philippines). Each vehicle has a fixed route and a number on the roof. Simply plan your route with Google Maps, wave to stop one on the street, pay the fare onboard, and tap the rail with a coin when you reach your stop, and the driver will stop. On our last day, we relied on Jeepneys for transportation, which was cheap and convenient.
Rent a Scooter – Cebu Island Tour

Besides taking public transport, renting a scooter is also a fantastic way to explore Southeast Asian countries. This time, the Cebu Bohol Island scooter rental day trip was really fun. It’s a different experience from the past, allowing you to delve deeper into the local scenery.
The scooter rental price is 400P per day, making self-guided tours around Bohol Island’s attractions more flexible and mobile.

Cebu Itinerary (Flying with Tigerair Taiwan, Leisure Version)
This Cebu trip follows a clockwise island tour, departing on Tigerair Taiwan flight IT537, arriving at Mactan-Cebu International Airport at 1:30 PM. After a 2-hour customs process, we took a Grab to Cebu City around 3 PM, starting our 6-day Cebu island tour.

Day 1-Day 2 Bohol Island + Panglao Island

Arriving in the early morning was really exhausting (being nearly 30 makes a difference in stamina). I headed straight to Tree Shade Spa in Cebu City for an oil massage and a short nap before heading to Cebu Port to go to Bohol Island.
For the past two days, I mainly rented a scooter to explore Bohol Island and Panglao Island, visiting the Panglao Night Market, the beach, Chocolate Hills, the Tarsier Sanctuary, and the Loboc River.
Regret: Due to my period, I couldn’t go island hopping and snorkeling on Bohol Island, which was a bit disappointing. I’ll just take it as a good reason to come back next time.
Thoughts: Panglao Island feels very commercialized, especially the night market, which is practically a Chinese street. Some of the attractions I visited this time are what I would call ‘one-time spots.’ Next time, I think I’ll focus more on island hopping.
Although it’s commercialized, the good thing is that you don’t need to know how to ride a scooter. There are various tours available on KKday! Spending just five days here won’t be boring.

Day 3 Dumaguete + Apo Island Turtle Watching


On the third day, we visited Apo Island, a small island in the Philippines with fewer than 1,000 residents. Tourists are relatively scarce compared to other attractions, but I really love it here. We saw many turtles and clownfish, and the island has a relaxed atmosphere with much less commercialism.
Thoughts: Highly recommended. Although the transportation isn’t very convenient (from Bohol Island, you have to switch between boats and cars), it’s definitely worth the trip. If you have enough days, you can plan to stay on the island for half a day or even a full day to enjoy the leisurely island time.

Day 4 Oslob Whale Shark Watching

This is my favorite experience and the reason I came to Cebu.
The drive from Cebu City takes 3-4 hours, but starting from Dumaguete takes only about 1.5 hours. It’s one of the must-visit tours in Cebu. Although there is some controversy about whale shark watching in Oslob, I believe the local government is making considerable efforts in protection. The thrill of seeing whale sharks up close is truly unforgettable.
Thoughts: This is a must-do tour in Cebu, and I would love to come again.

Day 5 Moalboal Sardine Run
If witnessing the whale sharks in Oslob is a breathtaking encounter with ocean giants, then the sardine run in Moalboal is the beauty and grandeur of numbers.
We booked our sardine run with a local guesthouse, setting off after a hearty breakfast. The dive guide only had to look after the two of us, so we had plenty of time to take off our life jackets and swim in the sea. However, it was quite exhausting, and we immediately devoured a bowl of instant noodles upon returning to the guesthouse XD
Impression: Highly recommended. Seeing the entire school of sardines with your own eyes is amazing, and the seaside in Moalboal is also incredibly beautiful.

Day 6 Cebu City Sights

On the last day, we returned to Cebu City for sightseeing, visiting two major shopping malls. Everyone online says they’re great for shopping, but we didn’t buy much. They have both luxury and affordable brands.
Cebu Massage – Tree Shads Spa

Tree Shade Spa is the most popular massage parlor in Cebu City. We visited twice during our 6-day trip to Cebu.
The service quality is high, and the masseurs are skilled. Most importantly, it’s one of the few 24-hour massage places in Cebu, perfect for red-eye flight passengers.

Cebu Travel Suggested Gear
This isn’t a Decathlon ad (though I wish it were), but Decathlon is indeed a very friendly store for amateur players and travelers like us. The physical store is large, prices are reasonable, and the items we bought this time were all great, with full satisfaction!
1. Decathlon Microfiber Absorbent Swimming Towel (Size L)
This was a last-minute purchase from Decathlon before departure, and it’s definitely in the top three favorite items bought for this trip. It’s easy to pack, lightweight, quick-drying, and can even be used as a small blanket on the plane. At just $199, it’s well worth buying.
2. Decathlon UV Protection Long Sleeve Rash Guard
Protect the ocean by not using sunscreen and opt for physical sun protection while swimming. I bought a diving rash guard from Decathlon for $499. The sun protection is quite effective, with noticeable color differences on my hands and arms XD.
3. Decathlon Waterproof Water Sports Backpack ITIWIT (20L)
I only carried this backpack for the trip, fitting all my belongings including my computer inside. It’s convenient for flights, car rides, and boat trips, as it can be taken directly on board without checking in. Weighing 726 g, it can withstand brief immersion, and it’s quite practical.
4. Taobao Diving Snorkel & Goggles
We brought our own diving goggles and snorkel. Besides hygiene considerations (since you have to bite it), we thought it would be more cost-effective to buy them since we might dive again in the future (local rental costs about 100P each time).
Decathlon also sells them, but this time we chose to buy from Taobao because we could get prescription lenses, allowing us to see clearly underwater without wearing contact lenses. The price is around 500 TWD.
5. Sony Waterproof Sports Camera – Sony A3000R
All the underwater photos and videos this time were taken with this Sony A3000R. I previously had a GoPro 7 but couldn’t get used to it, so I sold it and switched to this Sony sports camera.
Looking back at the image quality, I’m very satisfied. The downside is that there’s no screen on the body, and it’s relatively niche (you’ll need to spend time teaching the boatmen how to use it).
Cebu Travel Expenses, six days under 14K
For this six-day trip, including airfare, accommodation, visa, and all the fun in Cebu, each person spent about NT$14,000.
The more economical part was the airfare and transportation. Since we didn’t rent a car, the cost was about half of what it would be with a car rental. As for food, we didn’t particularly save; we ate whatever we wanted. After all, when you’re out having fun, being hungry or unhappy with the food can really affect your mood!

If you completely replicate this “backpacker budget travel” style for accommodation and transportation, the total cost in 2026 is estimated to be between NT$17,000 – NT$19,000.

Super fun, it’s so addictive that you’ll want to come again and bring more good friends to enjoy it together!
Combining several features, traveling to Cebu, Philippines is perfect for beginners.
