With over 7,000 islands, the Philippines was managed by the chiefs of various islands before the 16th century due to its lack of unification.
Among them, Cebu (then known as Sugbu) was one of the most developed islands.
As the first person in the history of global travel, Magellan set sail from Seville, Spain in 1519 and landed in Cebu in 1521, bringing Catholicism and colonialism to the island.

Starting from July 1, 2025, Taiwanese passport holders can enter the Philippines visa-free for up to 14 days for tourism, but must complete the eTravel Electronic Entry Card within 72 hours before departure!

Taiwanese passport holders can enter the Philippines visa-free for up to 14 days, provided they meet the following conditions:
- The passport must be valid for at least six (6) months beyond the intended stay.
- Confirmed hotel accommodation booking details.
- Proof of financial capacity to cover expenses during the stay in the Philippines.
- A return ticket or a ticket to a third country.
- No adverse records with the Philippine Bureau of Immigration.
If staying beyond 14 days, a tourist visa must be applied for separately.
Philippines Visa Application Guide
For tourist visas, it is recommended to complete the application 10 to 30 days before departure. Currently, there are two options available: “Online Electronic” and “Paper Processing”. Please choose according to your personal needs:
1. Electronic Visa (ETA)
Ideal for budget-conscious travelers. The website is entirely in Chinese, simply fill out the information, pay online, and print it out. Very convenient.
2. Paper Visa Processing
Perfect for busy individuals who don’t want to navigate the system. Professional service reduces the risk of errors, providing peace of mind and saving time.
Scam Alert Suggestion: There are many “fake websites” online that look like official ones and will ask for credit card payments (around 70-80 USD). Be sure to remind readers in your article: “If it asks for a credit card at the end, it’s a scam! Make sure to use the official government website etravel.gov.ph”.
2. Cebu Weather and Best Travel Seasons

Cebu’s climate is hot year-round, with no distinct four seasons, only divided into dry and rainy seasons.
The rainy season starts in June each year, while the dry season begins after November.
I chose to visit in early October last time, and encountered two days of afternoon thunderstorms, but it didn’t affect the itinerary. The weather was good on the days we played in the water, so I was quite lucky.
3. How much are Cebu flight tickets? How to find cheap flights?
Currently, airlines flying directly from Taiwan to Cebu include EVA Air, STARLUX Airlines, China Airlines, as well as low-cost carriers like AirAsia and Cebu Pacific Air.
Low-cost carriers often have promotional events, making it quite easy to find tickets for under $5000, or even within $3000, which is cheaper than traveling from Taipei to Kenting. However, the downside is that the flight times are usually red-eye.
And during STARLUX Airlines promotions, you can also get tickets for around $8000, which includes luggage and in-flight meals, making it a very competitive choice.
4. Accommodation Area Analysis and Recommendations
From resorts to hotels, small inns to hostels, Cebu, being a top tourist destination in the Philippines, offers a wide range of accommodation options! It can satisfy all types of travelers.
When choosing accommodations, besides checking reviews on Booking and Agoda, Google Map reviews are also very important! It’s recommended to look at the “latest reviews” on the map to better understand some details about the accommodation environment.
Below are some accommodation options from my last trip to Cebu. Prices are for reference only, but overall they were quite good.
Panglao Island – Glamping Alona Luxury Tent Hostel (One night $300/person)

The area is beautiful, with a swimming pool, billiards, a gazebo for relaxing, and stunning tents.
Since it’s a backpacker dormitory style, light sleepers might want to consider, but I personally loved it.

Bohol Island City – Cute Cactus Room VL Garden Suites (One night $350/person)

A small guesthouse five minutes from the port, saving a lot of travel time for catching the boat the next day.
The room rates are cheap, and the rooms are clean and spacious. The cactus-themed room is very cute, and there’s a supermarket right across the street, making it very convenient for transportation.

Dumaguete City – Henia Hotel

A small hotel in Dumaguete City, includes breakfast, spacious bathroom convenient for organizing diving gear, good soundproofing, perfect for resting after water activities.
Moalboal – White Container House Pig Dive Hostel Double Room (750 per person per night)

My favorite accommodation on this trip, a backpacker hostel run by Taiwanese. Besides the photogenic white container house, the rooms have an industrial style, the common areas are cozy, and it feels like a home away from home.

Cebu City – OYO 208 Anika Suites (360 per person per night)

On the last night in the city, we booked a small hotel last-minute on Booking. It’s newly opened, without a credit card machine. The advantages are that it’s super cheap, has a private bathroom, and is very close to Ayala Mall.
The downside is that the soundproofing isn’t great. Our room faced the corridor, and there was noise from people walking and talking late into the night.
5. Internet is crucial! How to buy a SIM card in Cebu
We bought our SIM card directly at the airport upon arrival. There were no major issues over the seven days, and they assisted with activation and installation.
If you want internet access as soon as you land, you can buy a SIM card in Taiwan and switch it out beforehand. Buying it early can also reduce waiting time at the airport.

When traveling in Southeast Asian countries, Grab is definitely the must-have No.1 app. It is highly secure and eliminates the hassle of negotiating prices. It works just like Uber; after entering the departure and destination, the app calculates the fare, and you can choose to pay by credit card or cash, making it very convenient.
Tutu Car

Outside of Cebu City, Grab is not as prevalent, and locals mostly use Tutu cars to get around.
The Tutu cars here are different from those in Thailand; the cabin is attached to the side, and the back can hold luggage.
Jeepney

The Jeepney resembles Chiang Mai’s songthaew and was repurposed from post-World War II vehicles for local transportation. It has continued to this day, becoming the Philippines’ public bus, with a ride costing 13P-15P.
Ferry

Ferries are used for island hopping, with the frequency and size of the boats varying depending on the popularity of the route.
Some routes use smaller ferries that can be quite shaky during travel, so it’s recommended to bring motion sickness medication!

If you have a larger group and are traveling with children, opting for a private car tour in Cebu can provide more comfort and flexibility, allowing you to arrange a personalized itinerary between attractions.

Jeepney Update
In 2026, the Philippine government is promoting ‘Jeepney Modernization’. The traditional, colorful, smoke-emitting old-style jeepneys are decreasing in Cebu City, replaced by white, air-conditioned mini-bus style jeepneys (starting fare around 15-20P).
8. How is the security in Cebu? Is it safe for travel?
Many people have concerns about the security in the Philippines, especially in the capital, Manila, where social news often highlights issues.
Cebu is the second largest city in the Philippines. Due to the large number of language students and mature tourism development, there are security checks at shopping malls and even some large hotels.
I believe the security in Cebu is quite excellent, and solo travelers need not worry too much.

Finally, how many days to spend in Cebu? How to plan the itinerary?
As mentioned at the beginning, Cebu is a city with many activities. Initially, I was also quite puzzled, feeling that there were many places I wanted to visit. I spent six days there this time and found the pace quite comfortable. I enjoyed a full circle of activities without feeling too exhausted, experiencing both fulfilling activities and the relaxing island vibe.

Required! Travelers holding a Taiwanese passport must apply for a paper visa or Electronic Travel Authorization (ETA) before departure.

For 7 days or more, the “Cebu Island Tour” is recommended, allowing you to explore Moalboal for sardine runs or island hop in Dumaguete for a deeper experience.
Cebu is inexpensive, especially some roadside snacks are very cheap.
This trip, we didn’t stay in resorts or hire cars, and the total cost including airfare, accommodation, and all island expenses was 14K TWD.
Apart from Cebu City and department stores, there aren’t many places where you can use a credit card.
So, it’s common to see posts in groups asking for help when they run out of exchanged USD (laughs), and we almost ran out of money ourselves.
It’s recommended to bring USD from Taiwan to exchange, as the exchange rate is much better than TWD.
