2026 Cebu Safety: Is Solo Travel in the Philippines Safe? Personal Experiences, Scam Prevention Tips, and Emergency Guidance

Is Cebu safe? City safety is definitely a major consideration for independent travelers. When deciding to go on an independent trip to Cebu, friends and family were somewhat worried. First, there were only two of us going; second, we were traveling completely independently without any pre-arranged tours; and third, past news events in the Philippines reported by Taiwanese media made many people think, “Why go to such a dangerous country?” But is Cebu really unsafe?

If you have concerns about the safety of Cebu, this article includes: travel safety in Cebu, international objective data, and personal experience sharing. Discover what we felt during our travels in Cebu and the people we met on this journey.

International Objective Data

First, we referred to the Global Peace Index (English: Global Peace Index) by the Economist Intelligence Unit. The Philippines ranks 137 out of 163 countries, clearly in the lower tier, which explains why everyone is so concerned.

However, if you break it down by city, you’ll find significant differences among Philippine cities. In the 2019 rankings on the global database NUMBEO website, the capital Manila is in the bottom five, while Cebu’s safety index ranks in the top 9 in Southeast Asia, better than Ho Chi Minh City in Vietnam and Pattaya in Thailand.

Global Peace Index (Chinese: 全球和平指數): This data considers factors such as national military expenditure, the number of deaths due to organized conflict, and the number of UN personnel deployed. Iceland has held the top spot for 8 consecutive years, while Taiwan ranks 34th (upper tier).

This result may be related to the Philippines’ allowance for citizens to own firearms, with a more pronounced impact in the capital, Manila.

Although Cebu is the second largest city in the Philippines, it is popular among students and has a well-developed tourism sector. Security checks are present at shopping malls and even some major hotels, providing a greater sense of safety.

Incidentally, on the NUMBEO Southeast Asia safety rankings, Singapore is undoubtedly first, while the second place goes to Chiang Mai, Thailand. The safety index ranking closely matches my personal travel experiences.


Personal Travel Experiences

Although the Cebu travel guide includes a section specifically addressing security, I still want to share my personal experiences from six days of traveling in Cebu, along with some Q&A on Cebu safety concerns received from netizens.

1.走在路上有可能被搶劫嗎?

Our itinerary this time is a clockwise tour around Cebu, staying one night each in Cebu City, Bohol Island, Panglao Island, Dumaguete, and Moalboal.
These places are filled with tourists on vacation, and unlike the frequent snatch thefts in Ho Chi Minh City, traveling in Cebu doesn’t have that sense of alertness. It’s very natural to check routes or take photos with your phone.
In the Cebu travel community, there haven’t been any reports of robbery incidents in the past six months.

2.搭吉普尼安全嗎?

The Jeepney is a very local mode of transportation in the Philippines, and online advice often suggests travelers use Grab instead, as taking a Jeepney might lead to theft.
We took it a few times on this trip, and I believe as long as you keep your bag in sight and zip it up securely, there’s not much risk of theft.

3.會遇到詐騙嗎?

I can only say that at most, you might encounter inflated prices when shopping or taking a tutu car because you’re a tourist. However, this phenomenon is common in many places (like fruit stalls at Shilin Night Market or braised snacks in Kenting?), and I don’t think it counts as a scam.

People we meet along the journey

Traveling independently is an adventure into the unknown. During this journey, we not only get to see various beautiful landscapes but also meet different people.

Throughout my travels, I encountered many different people. Some were hotel and restaurant staff, some were tour guides, and others were drivers of various transportation modes. They are all indispensable parts of our travel experience.

This was a driver who left a deep impression on me.

Before setting off, I checked the official prices online, so when the driver quoted a price, I naturally engaged in a bit of bargaining. After a few rounds, the driver agreed to my bargained price.

During the journey, the driver enthusiastically chatted with me, despite my poor English, trying to introduce some sights in Cebu. Despite the language barrier, we somehow had a great time chatting.

However, I didn’t expect the road from Dumaguete to Apo Island to be not only long but also in poor condition (or rather, really bad). Watching him ride for 40 minutes, it seemed like his hands would be shaken to pieces! I felt a bit guilty about the bargaining.

So after getting off… I paid the original price before bargaining. The driver kept thanking me, which made me feel even more embarrassed… because I had only bargained down by 50 pesos (just 30 NTD). (Even writing this article, I still feel a bit guilty.)

Sometimes, when traveling, you don’t want to be taken advantage of, so you check the official prices online… But is it really necessary to haggle over every penny? This is a question I couldn’t help but reflect on after returning.

Another encounter was with two teenagers on a Jeepney. We boarded a scheduled Jeepney in front of Ayala Mall in Cebu City. They pointed at my camera and posed for the lens, which was very cute.

Although there was no verbal communication during this process, the smiles and gestures created a warm and friendly atmosphere.

Sometimes, I’m quite curious about how the locals perceive the tourists who are everywhere in the city. Although it’s wise to be cautious, throughout this trip, we mostly encountered friendliness and warmth.

Towards the end of our island tour, we were stopped by armed police.

Being stopped made me extremely nervous, with three or four armed police looking ready for action. As it was my first time riding in Southeast Asia, my mind was filled with stories of bad experiences found online.

“Will we be extorted?” “Will they demand a huge bribe?” “I don’t have any cash on me, what should I do?”

But no, the police just asked where we were from, where we were headed next, and reminded us to wear helmets and stay safe.

This also made me realize… how I had preconceived notions, and I feel quite ashamed.

Is Cebu safe? Is Cebu’s security suitable for solo travelers?

Finally, let me share my overall experience of traveling in Cebu. We spent six days exploring multiple cities.

As one of the most popular tourist cities in the Philippines, many visitors come here and feel the city’s vibrant atmosphere. In addition to natural beauty, Cebu also has many historical sites that offer a glimpse into the city’s history and culture.

During this Cebu trip, we stayed in Cebu for six days, truly experiencing the city. We rented a motorbike to explore Bohol Island, rode city jeepneys, Tutu cars, and used Grab. Throughout the six days, the security did not cause any concern, and traveling in Cebu was very comfortable, even for solo travelers.

However, when traveling, it’s still necessary to stay alert. Tourists should always remain vigilant and avoid displaying valuables and expensive items, especially in crowded places. After all, the most important thing when traveling is to return home safely!
